The ability to manipulate water into anything
You can do anything with water. Freeze it, make it burn, make it steam, have a drink, use it for travel, form ice for making a magnifying lens, use a magnifying lens to burn stuff. Uses any water available to do your bidding to the molecular level. Like arrange the molecules so adhesion brings something up a wall, make stairs or a bridge, or bend light
The good:
You can make shields of ice or water, lens of ice, steamers, etc
You can force water from or into something like the air
You can control the density, location, temperature, and molecules
The bad:
Some stuff comes with the water
Doesn't work in very dry areas
The more water you try to manipulate, the more concentration needed
