One with this ability is actually born into the wrong timeline, and thus being from a time before or after their current timeline, they gain certain powers. You may be faster than normal, and age slower than normal (though this is not always the case); you may even have random or intuitive knowledge about your own timeline.
The good:
If you're from the future, you may psychically get information (or visions) about the future
If you're from the past, you may psychically get information (or visions) about the past
The fact that your temporal presence is distorted may result in you being faster than normal
The bad:
If you're born in the past, and you're from the future, people MIGHT think you're a witch.
Being a temporal anomaly sometimes results in you moving slower, or aging faster than normal
Coming into contact with anything from your true timeline, while still in the wrong one, kills you
