With this power, you can stop that crazy lady down the street from being obsessed with cats. Therefore, you don't have them peeing all over your house and stuff. Does not work on any other animal/thing.

They'll need something else to fill the void

That poor little old lady. What else is she gonna do when she doesn't have cats anymore to take care of? And Catwoman would be pissed ... trust me, you don't want Catwoman to be pissed. The whole "Hell hath no fury but a woman scorned" business goes double for her. But she can be nice, too.
