Why have one when you can have them all? This ability allows you to gain every ability posted on superpowerlist.com . Every time a new one is added, that's yours now as well!
The good:
You get every power posted on the superpower list!
Conflicting abilities can be swapped at will between themselves.
The bad:
A power must be added to the list before it is usable.
You don't know when you get a new power.
Powers you add don't count.

You don't get every ability on the list with this power, this power ALLOWS you to gain every power on the list. If you don't want an ability, don't acquire it. (In this case, I think the overview is more important than the description or the pros and cons).
If you had the superpower list, con negation, every power not on the list you would be virtualy unbeatable.
If you had The Superpower List and con negation you would have your own powers as well which would be good for the person with this power but bad for the villians their are allready clearly over powered powers on this list just imagine if you had this power and some one added a power that gives you the ability to stop power cansilation when it comes to using your own powers.
ability cancellation and ability jump-start are the only thing that makes this power overpowered and not to mention con-negation.
Man, anybody who had this would probably go insane from all the strange properties they'd acquire. Like, their fingers would be lock picks, their blood would be orange soda and lasers, they'd be pumping out theme music wherever they went, they'd be incredibly cheap... There'd be tissues coming out of their ears and Pop Tarts cooking in their pants, and everyone would refer to them in the first person. Honestly, I'd avoid getting this power, myself.
Everyone with this power becomes powerless and paradoxic. "Superpowerless" causes the weilder to have no powers. Things like Power safety don't work because they are cancelled out by superpowerless as well.
You forgot about Ability Jumpstart in tandem with Ability Cancellation. And Power Safety.
If you had this power, you would be completely powerless because of ability cancellation -it shuts down all of your powers whether you want them or not.
why did this power get approved, it seems too powerful. im not hatin on this power, it's just not fair. ive made superpowers less powerful then this that didn't get approved for being too powerful.

actualy if u dont like a superpower,dont use it
i change my mind a bit this power just gets better and better everyday.(but i did make some super powers that it would suck without).
Their all right you know, having the powers of everybodies powers, including my own, is not fair plus it is plagairism.(Sorry, if I misspelled, I don't have a dictionary)

Wait, I know how to defeat someone with this power! You just have to crash superpowerlist.com, and then they'll be completely powerless!
